Weather Watchers; It Was A Dark And Stormy Night

Fantasy: Magical beings don't control weather. xD
It is a dark and stormy night, and you're walking home from your friends house. Lightening flashes, thunder roars, and you walk faster, trying to get out of the rain. Suddenly, everything stops and a young girl, maybe fourteen or fifteen, stands beside you. She has dark blond hair naturally, but streaks of every color. Her eyes are gray, but you notice that they are changing from gray to gold. Beside her stands a young boy, about her age. He, too, has dark blond hair with colored streaks and eyes that change color. The boy lies his hand on the girl's shoulder, and she begins to speak. "Come with me, young one." The girl whispers. "Amanda, we're not exactly sure about this one. If (s)he's not one of them..." The boy says calmly. "Will you stop worrying, my dear Jasper? If (s)he is not, we will simply wipe her memory, like we have done with so many others." They speak as if they have been alive for many centuries. "My dear Jasper, please fetch the Choosing Ring once we return." He nods, and you are whisked away.
"Welcome, young one, to the Land of the Weather Watchers. I am Amanda, and this is my twin brother, Jasper. He's a bit... wary of newcomers, so watch yourself." She advises, a white shine coming into her eyes. "What's up with your eyes?" You ask before you can stop yourself, and Jasper laughs. "It's just part of the job, young one."
Amanda and Jasper bring you to the center of this new world. You look around, and see different villages devoted to weather. Sunshine, Clouds, Rain, Wind, Snow, Thunder, Lightening, and Hurricanes. Looking closely, you see that there is a very faint rainbow connecting all of them. "This is The Land of the Weather Watchers." Jasper slides a ring on your finger.
Rules
No swearing, even the word Shad let's you use.
Please, no vampires. You may have a character named Jasper Hale who is very much like Jasper Hale in twilight, but he cannot be a vampire.
Don't make people puke with gore. xD
No pregnacies.
No Rainbow/Royalty characters unless I say so.
PM me the character, or they will NOT be on the list, and you can NOT roleplay.
I will PM you your characters' weather based on personality. SO BE SPECIFIC! xD

The boy lies his hand on the girl's shoulder, and she begins to speak. "Come with me, young one." The girl whispers. "Amanda, we're not exactly sure about this one. If (s)he's not one of them..." The boy says calmly. "Will you stop worrying, my dear Jasper? If (s)he is not, we will simply wipe her memory, like we have done with so many others." I walked out the door and started walking towards the Snow Caverns, where all Snow Angels lived.

I tried to get up, but realized I couldn't. My clothes were soaked with water. I tried to use my powers to get it out, but it was still frozen. Darn.

I went home and watched him from my window. I knew he was messing around. Rain Rangers were always so predictable. I made it stop snowing outside and I conjured a blizzard. "Let's see how the Big Bad Ranger deals with that."

I sighed. Though Snow Angels weren't predictable, I knew this was the girl's doing. I sighed. I'd report it to Randy Rain, and he would tell Amanda and Jasper. They would talk to Scott Snow, and Amanda, Jasper, or him would set her straight. Everyone knew you couldn't inflict weather until you were.. what was it, 17? 18? Anyway, the girl was clearly to young.
Smiling slightly, I let the snow change to rain as it hit me, putting me in my perfect element. This wasn't illegal; any Ranger could melt snow. Even Randy Rain did it.

"Amanda?" I walked into the palace. "Hello Randy." Amanda appeared at the bottom of the stairs. "I am sorry to disturb you, but this must be discussed. Underage manipulated weather by Jessi Wolfe." She sighed. "Thank you, Randy. I will speak with Scott in the morning. I will contact you if we need anything. Thank you." She smiled and walked upstairs.
